Some Midwestern hotel developers and medical office builders may now be able to obtain tax-exempt financing for certain 2012 projects.

In October 2008, Congress passed ?The Disaster Act?, which created a new category of federally tax-exempt bonds called Midwestern Disaster Area Bonds (?Disaster Bonds?). Disaster Bonds are designed to finance capital expenditures for business that suffered a loss caused by these disasters or are designated by the Governor as a trade or business that could have suffered a loss caused by these disasters. The window for issuing Disaster Bonds closes on December 31, 2012.

Disaster Bonds can be used to finance:

  • Acquisitions, constructions, reconstructions or renovations of non-residential real property (land, buildings and fixtures)
  • Multi-family rental properties for low and moderate income individuals
  • Repairing or reconstructing public utility property

Extreme weather threatens rich ecosystems

ScienceDaily (Mar. 30, 2012) ? Extreme weather such as hurricanes, torrential downpours and droughts will become more frequent in pace with global warming. Consequently, this increases the risk for species extinction, especially in bio diverse ecosystems such as coral reefs and tropical rainforests.

Human impact means that flora and fauna become extinct at a rate 100?1000 times higher than normal. Climate change has been deemed as one of the main causes of species depletion.

A research team in theoretical biology at Link?ping University has, through the use of mathematical modelling and simulation, studied how the dynamics of different types of ecosystems may be affected by significant environment fluctuations.

Linda Kaneryd, doctoral student and lead author of a study recently published in the journal, Ecology and Evolution, says the results were surprising.

?Several previous studies of food web structures have suggested that species-rich ecosystems are often more robust than species-poor ecosystems. However at the onset of increased environmental fluctuations, such as extreme weather, we see that extreme species-rich ecosystems are the most vulnerable and this entails a greater risk for a so-called cascading extinction.?

In a rainforest or on coral reef there are a wide variety of species of primary producers such as green plants and algae. Since they are competitors, relatively few individuals of the same species exist, subjecting them to a greater risk of extinction should external conditions change. This could result in a depletion of food sources for a species of herbivores that, in turn, affects a predator at the top of the food chain. Biologists call this transformation a cascading extinction.

The opposite would apply to an ecosystem whereby few species exist in large numbers and animal species are adaptable generalists.

The researchers create their model food webs following on from their experiences with real ecosystems; what eats what, the composition of the species' life cycles, and how they interact with others. In this study, external conditions are represented as an increasing and unpredictable variation.

?The model we worked with is quite typical. The next step is to introduce actual, detailed climatic data,? informs Bo Ebenman, Professor of Theoretical Biology who supervised Linda Kaneryds thesis.

Each bundle is dipped into an acid-containing chemical bath where it reacts and forms a black fibre that won't melt.

This bonds the plastic molecules so they can't melt or flow when the fibres are heated to very high temperatures, driving off all elements but carbon, which remains behind as a fibre. The shapes can be quite complex.

Varying the details of the process allows the Oak Ridge group make fibres with different cross-sections, such as hollow-circles or gear shapes, which can be used for a variety of applications. They also can tailor porosity. The gear-shaped fibres could be assembled into filters for water desalination or other chemical processing, they write in Applied Materials. Other shapes can be used in lightweight composite materials for cars bodies, reducing the vehicle's weight and improving its fuel efficiency without impairing safety, Oak Ridge says.

New Maps of Mercury Show Icy Looking Craters on the Solar System's Innermost Planet

THE WOODLANDS, Tex.?Mercury is a world of extremes. Daytime temperature on the planet closest to the sun can soar as high as 400 degrees Celsius near the equator, hot enough to melt lead. When day turns to night, the planet?s surface temperature plunges to below ?150 degrees C.

But some places on Mercury are slightly more stable. Inside polar craters on the diminutive planet are regions that never see the light of day, shaded as they are by their crater rims. The temperature there remains cold throughout the Mercury day?and during the Mercury year. Now new data from NASA?s MESSENGER spacecraft, presented at the annual Lunar and Planetary Science Conference, corroborate a long-held hypothesis that Mercury has squirreled away pockets of water ice in those shadowy craters, despite the sun?s proximity.

Beginning with a series of radar observations of Mercury two decades ago using some of the biggest radio dishes on Earth, planetary scientists have had good reason to suspect that the polar craters harbored ice deposits at or just below the surface. Radar images of the poles showed anomalously bright features?patches that reflected radio waves much better than the surrounding terrain, just as ice does. Many of those radar-bright features corresponded to the location of large impact craters as mapped by the Mariner 10 spacecraft in the 1970s. But Mariner saw less than half of Mercury, and researchers have long lacked a comprehensive atlas of the poles to compare with the radar imagery.

That all changed following MESSENGER?s 2011 arrival at Mercury. MESSENGER (a somewhat strained acronym for Mercury Surface, Space Environment, Geochemistry and Ranging) has orbited the innermost planet for just over a year and has charted Mercury?s surface in unprecedented detail. As Nancy Chabot of the Johns Hopkins University Applied Physics Laboratory demonstrated in a conference talk, the maps MESSENGER has made match up nicely with the radar imagery of the poles.

?There is an excellent correlation between the radar-bright features and the shadowed locations in the craters,? Chabot said. ?All of the radar-bright regions are within a few pixels of a region that is shadowed on Mercury?s surface.? In other words, the putative ice deposits fall in the few perpetually cold locales on Mercury?the places where ice could plausibly remain stable over long periods of time. The available evidence, she noted, remains consistent with the hypothesized presence of water ice on Mercury.

The putative ice is essentially ubiquitous in the coldest northern craters, the large impact basins within 10 degrees of the north pole. ?In this region, nearly every crater that?s greater than 10 kilometers hosts a radar-bright deposit, which I think is really striking,? Chabot said.

But the apparently icy craters cover more of the northern hemisphere than might be expected. ?Craters hosting radar-bright features extend to latitudes as low as 67 degrees North,? Chabot said. ?These lower latitudes are a thermally challenging environment.? The radar hot spots also line craters less than 10 kilometers across, where the heat radiating from the basin?s sunlit rim would make for ice-unfriendly temperatures across the crater floor. At lower latitudes or in smaller craters, any ice deposits would likely require a thin insulating blanket, perhaps a layer of fine-grained surface material, or regolith, to keep it from sublimating away.

In fact, MESSENGER?s altimeter, which has fired more than 10 million laser pulses at Mercury to make detailed maps of the planet?s topography, seems to confirm that some insulating material blankets whatever ice may line the craters. Whereas radar can penetrate a thin layer of regolith to bounce off the ice beneath, the laser pulses are sensitive to reflectivity at the surface. Ice is very reflective at the 1.06-micron laser wavelength of the Mercury Laser Altimeter, Gregory Neumann of the NASA Goddard Space Flight Center explained in a conference talk, so exposed ice would return laser pulses more readily than its surroundings. ?Surprisingly, we?ve been reporting for some time that no, we don?t see this,? Neumann said. ?In fact we see quite the opposite.?

A campaign to determine who will be crowned Man of the Year and Woman of the Year by Rocky Mountain chapter of the Leukemia and Lymphoma Society has begun. Fourteen candidates are in the running, with the winners determined by the amount of money raised.

They will be crowned May 19 at the Grand Finale Gala held at the Marriott City Center.

The 2012 campaign is being chaired by Jody Epstein and her three children: Amy Schneider and Zach and Jason Epstein. Their husband and father, David Epstein, lost his battle with acute myeloid leukemia 13 years ago. ?We know that David would be behind our effort to help other families ? navigating the cancer journey,? Jody Epstein says. ?Our intention is to truly make a difference.?

Trish Dunbar of Evergreen, a teacher at Rocky Mountain Academy. She entered the competition to ?make a difference in the lives of kids with cancer.?

Kelly Bar-Or of Greenwood Village, who is running in honor of her mother who was diagnosed with leukemia two years ago. Bar-Or was nominated by the Epstein family.

Heather Blake of Highlands Ranch, a broker associate with RE/MAX Leaders. She is running in support of a friend coping with blood cancer and in memory of her grandmother.

Adam P. Smith of Highlands Ranch, president of the Colorado Real Estate Finance Group. He is running in honor of his grandmother, who was diagnosed with lymphoma 2 1/2 years ago and his father, who was diagnosed with leukemia 1 1/2 years ago. Both are in remission and are doing well, Smith reports. He also was nominated by the Epstein family.

Jeff Wasden of Highlands Ranch, owner of PROformance Apparel. Wasden entered the race in honor of his mother, who died of cancer, and to create awareness for the Leukemia and Lymphoma Society in the community.

Dr. Michael Plotnick of Johnstown, who practices at the Center for Women?s Health at Northern Colorado Medical Center. He entered to help create awareness for the cause in Northern Colorado and to pay tribute to the memory of his 9-year-old son, who lost a long battle with leukemia.

Amanda Adamson of Larkspur, who was nominated by LLS trustee Creigh Kelly after learning that Adamson?s friend and former rival basketball mate had battled non-Hodgkins lymphoma and is in remission.

Edna Chang-Grant of Littleton. She was nominated by Jamie Angelich and wants to do what she can to help in the fight against cancer. Chang-Grant has been touched by the disease and seen the effects that it can take on individuals and their loved ones.

Cassandra Perkins of Parker, an actress, spokesmodel and student. Perkins, 15, is the host of an Internet talk show, ?Be Your Own You? and has been nominated for a Heartland regional Emmy. She is also an actress and stunt girl who wants to create awareness about leukemia and lymphoma in her worldwide network.

Also taking part in the Grand Finale Gala ? although they are not required to raise money ? are the Boy and Girl of the Year, Jack Travis Selden and Taylor Jones.

Selden, 7, was diagnosed with acute myeloid leukemia in September, 2008, and completed treatment in August, 2011. He is a first grader at Governor?s Ranch Elementary School. Jones, who is also 7, was diagnosed with acute myeloid leukemia in September, 2008, and has been in remission for 2 1/2 years. She is a first grader at Martinez Elementary School in Colorado Springs.

Wall Street closed a choppy session lower Tuesday, while a number of large-cap stocks hit new highs as portfolio managers grabbed top performers as the end of the quarter approached.

With the quarter ending Friday, portfolio managers adjusted holdings by buying some of the best performers to dress up their portfolio. About 80 percent of stocks across all sectors of the S&P 500, especially high-end retailers and technology, are above their six-month moving average.

Apple Inc hit another all-time best of $614.91, boosting its market capitalization to $572 billion. There have been only a handful of instances where a U.S. company sported a higher market cap than Apple.

Also hitting 52-week highs, Walt Disney Co climbed to $44.50 and Home Depot Inc reached $50.34.

Still, the overall market showed signs of fatigue. On Monday, major stock indexes rallied more than 1 percent after Federal Reserve Chairman Ben Bernanke signaled that supportive monetary policy will remain in place.

The S&P 500 has jumped 12.6 percent this year and some investors believe further gains will be more difficult. The nearly 6-month rally, without a major correction, has come partly after accommodative measures by central banks around the world.

In the latest economic report, U.S. consumer confidence dipped in March, while Americans ratcheted up inflation expectations to the highest level in 10 months.

Separately, U.S. single-family home prices were unchanged in January, according to the S&P/Case-Shiller index, suggesting a battered housing market continued to crawl along the bottom. Equities barely budged after either report.

Homebuilder Lennar Corp reported a sharp rise in first-quarter orders and said it saw strong signs of improvement in sales activity.

WASHINGTON (AP) ? After a three-month struggle, Mitt Romney edged into the mop-up phase of the race for the Republican presidential nomination on Wednesday, buoyed by Newt Gingrich's decision to scale back his campaign to the vanishing point and Rick Santorum's statement that he would take the No. 2 spot on the party ticket in the fall.

Romney campaigned by phone for support in next week's Wisconsin primary while he shuttled from California to Texas on a fundraising trip, praising Gov. Scott Walker, for "trying to rein in the excesses that have permeated the public services union." The governor faces a recall election in June after winning passage of state legislation vehemently opposed by organized labor.

Romney aides eagerly spread the word that former President George H.W. Bush would bestow a formal endorsement on Thursday, although they declined to say whether former President George W. Bush has been asked for a public show of support. Sen. Marco Rubio, R-Fla., a tea party favorite who had been neutral in the race, endorsed Romney Wednesday night, saying it was clear that he would be the nominee and that the primary fight should end.

Seven months before Election Day, there was ample evidence of a preparation gap with the Democrats.

A spokesman at the Republican National Committee said the party had recently opened campaign offices in three states expected to be battlegrounds this fall and would soon do the same in seven more.

By contrast, Obama's re-election campaign has 18 offices in Florida, nine in Michigan, a dozen in Ohio, 13 in Pennsylvania and seven in Nevada, according to officials. While Romney was campaigning in last winter's Iowa caucuses, Democrats claimed to have made 350,000 calls to voters as part of an early organizational effort.

And while Romney is still raising money for the second half of the primary campaign, Obama recently reported $84 million in the bank for the general election.

Not that Romney was leaving the primary wars behind. He and Restore Our Future, a super PAC that supports him, were outspending Santorum and his allies on television by a margin of more than 4-1, with an attack-heavy diet of television ads.

In addition, Romney's campaign attacked Santorum in a recorded message called into thousands of homes.

"I was shocked to find out that Rick Santorum repeatedly supported big labor and joined with liberal Democrats in voting against right-to-work legislation during his time in Washington," it says. "He even opposed the hiring of permanent replacements for striking workers. When it comes to big labor, Rick Santorum's record of opposing right-to-work legislation and standing with union bosses speaks for itself."

Santorum is campaigning across the state as an ally of Walker.

"I'm excited to stand here with Gov. Walker. Not only should he not be recalled, he should be re-elected," Santorum said in LaCrosse, Wis. "When Gov. Walker ran and your lieutenant governor ran, they didn't run as they would be moderates. They said the problems in Wisconsin were serious."

There was no let-up in Santorum's criticism of Romney, whom he said is "completely out of sync with America" and "uniquely disqualified" to lead the party against President Barack Obama.

But after absorbing defeats in a string of industrial states in the past month ? Michigan, Ohio and Illinois ? he said of Wisconsin: "I think we'll do well here. The question is how well."

Washington, D.C., and Maryland also hold primaries next week, but Santorum is not on the ballot in the first contest, and he has little if any campaign presence in the second. There are 95 delegates at stake in the three contests.

For the first time, Santorum on Monday seemed to acknowledge publicly that his quest for the presidential nomination may end in failure.

Asked in an interview with Christian Broadcasting Network whether he would consider running as Romney's vice presidential ticketmate, he said: "Of course. I'll do whatever is necessary to help our country."

Gingrich took an even more obvious step toward the campaign exit, although he struck a defiant note one day after announcing that he would support Romney if the front-runner can win a majority of delegates by the time the primary season ends in June.

"For some reason everybody in the establishment is chanting that Santorum and I should quit. Romney has to earn this. It's not going to be given to him," he said. At the same time, his aides were explaining that he had pushed out his campaign manager, trimmed his staff by one-third and would cut back on personal campaign time in primary and caucus states in favor of contacting unpledged delegates.

Another sign that the Gingrich campaign had entered an end stage: Casino mogul Sheldon Adelson, whose family has donated millions to a Gingrich-friendly super PAC, said that "it appears as though he's at the end of his line." The remark, reported Wednesday by JewishJournal.com, came Monday as Adelson informally discussed the race during a leadership retreat in Las Vegas.

The Associated Press tally showed Romney with 568 delegates and on a pace to reach the required 1,144 in the remaining primary and caucus states. Santorum has 273, and Gingrich 135.

Romney has reaped several endorsements in the past week, since trouncing Santorum in the Illinois primary.

Bush has long been in his corner, but aides to Romney said Thursday's event was something different, a formal endorsement from the ex-president and his wife, Barbara.

Bush's son was generally viewed as the more conservative president of the two, but his popularity waned among Republicans as well as Democrats and independents when the economy cratered in 2008.

(AP) ? Britain has planned for a dizzying array of security nightmares surrounding the Olympics, including a coordinated attack like the London transit bombings, a dirty bomb or a cyberattack.

In the wake of France's deadly shootings, one scenario weighing heavily on the minds of security officials is the self-starter operating with little or no help from others.

And, they admit, there are limits to what security personnel can do.

"You cannot exclude something similar," said Denis Oswald, head of the International Olympic Committee's coordination commission for the London Games.

"Every Olympic venue will be specially protected, but of course, when you are in the street, people waiting for the bus waiting to go to an Olympic venue could be a target."

Mohamed Merah ? a 23-year-old Muslim extremist who says he trained in Afghanistan ? claimed responsibility for killing paratroopers, Jewish children and a rabbi in a weeklong shooting rampage in the French city of Toulouse. Police shot him dead last week after a 32-hour standoff.

French politicians have painted him as a "lone wolf" killer. But police are looking for possible accomplices, and suspicions grew that he had help when it turned out an apparent video of the attacks sent to the Al-Jazeera news network was not sent by Merah.

French officials say Merah moved in extremist Muslim circles in France and had been to Afghanistan twice. He told police he had trained in the Pakistani militant stronghold of Waziristan. He also had a long criminal record and a brother who had been suspected in a 2007 network that sent militant fighters to Iraq.

But French officials say there wasn't enough evidence of a threat to put Mohamed Merah under regular surveillance. Olympic security officials face a similar problem with some Islamic radicals in Britain ahead of the games.

"The reality is that there are hosts of people like this and most of them will never do anything," said a British government official who spoke on condition of anonymity to the AP because of the sensitivity of his work. "You can't follow everyone around."

That doesn't mean Britain isn't one of the most high-security nations in the Western world.

Since British suicide bombers killed 52 people during rush-hour attacks on July 7, 2005, MI5 and police counterterrorism units have vastly boosted their intelligence network. The country's surveillance agency, known as GCHQ, has the capability to listen in on people's telephone conversations and monitor their online communications. Surveillance units have also been attached to troops serving in places such as Afghanistan, specifically to gather intelligence that may lead back to Britain.

There are also special teams to look at suspect financial transactions ? an aspect of anti-terror strategy that gained more attention following last year's terror attacks in Norway.

Rightist extremist Anders Behring Breivik's set off a 2,100-pound (950-kilogram) fertilizer bomb in the heart of Oslo that killed eight people before going on a shooting rampage at youth camp that left 69 dead. Breivik's name came up on a list of people who had transferred money to Polish chemical firm under scrutiny in an international anti-terror initiative ? but Norwegian authorities didn't investigate further because his order was so small.

"The profile of these loners is different to what we saw with the four suicide bombers in 2005," said Noman Benotman, a former jihadist with links to al-Qaida who still maintains contacts within the jihadist community. "Many of them have some training, a strong conviction and they manage to stay off the radar for the most part."

Although the 8,000-mile torch relay starts in May ? more than two months ahead of the games ? security and law enforcement officials are bracing for a number of potential threats as the torch snakes though Northern Ireland, the Republic of Ireland and parts of the U.K.

Inside Britain's domestic spy agency of MI5, a clock counts down the minutes before the torch arrives in England.

"To terrorists, the Olympics present a golden opportunity because they know they will get the world's attention," said Benotman, who now works as an analyst for the London-based Quilliam Foundation. "It doesn't really matter whether they kill seven or 70."

Although there is no intelligence to suggest a credible and specific threat to the games, officials have spent years taking precautions for the Olympics since London won the bid the day before the 2005 attacks.

Britain is already known as a leader in 'Big Brother' surveillance ? there are nearly 30 CCTV cameras near George Orwell's house alone in North London. The author of "1984" warned more than six decades ago of a time when it would be nearly impossible to escape from the watchful eyes of the state.

For the games, more cameras will be added to Britain's 4.3 million, and some will be used in conjunction with advanced facial recognition software and databases that can match vehicle registration numbers to names.

Olympic venues have also been designed with security threats in mind ? special shatterproof glass has been installed, structures have been built with advice from explosives experts and pathways have been laden with curves and gaps deliberately meant to slow down a potential attacker.

"If you look at the Internet, there are web sites calling exactly for these types of lone-wolf attacks," said Rob Wainwright, head of The Hague-based Europol, which will be sharing databases with law enforcement officials during the Olympics.

The Lenten Journey: Reflection on Personal Finance | Lance's World

Research conducted by the Gallup organization shows that financial security has nearly three times the impact of income alone on employees? overall wellbeing. Essentially, this means that it isn?t just the amount of money that a person has that influences their wellbeing; rather, it is the perception of how secure they are that has the larger impact on wellbeing and quality of life.

The concept of security is an interesting one. There was a time in my life when I thought I needed to own a home worth at least $10 million, have a chauffeured limousine, and fly first class everywhere I went with no regard for the cost. In fact, I even made a deal with one of my best friends from Notre Dame that, as soon as I made my first million in cash, I would fly him first class to visit me from wherever he was at the time. He made a reciprocal offer. Now, while I was fortunate to have successful parents who could provide for all of my needs growing up, I wasn?t born with a silver spoon in my mouth by any means. As such, by establishing goals of this nature, I was really just setting myself up to feel consistently unsuccessful. I?m certainly ?wealthier? now than I was when I graduated from college 8 years ago, but I?m far from that dream. If I were still so focused on security as having magnificent material possessions, I would wake up each morning and be constantly disappointed that I wasn?t in my mansion yet. (Though, $10 million doesn?t go quite as far in San Francisco as it does in Utah where I was still living when i started telling people about my goal.)

I can?t pinpoint a specific time that it happened, but at some point in the last 5-10 years, I considerably shifted my focus. No longer does financial security look to me to simply be the accumulation of wealth; rather, financial security for me is knowing that I am simply making enough money to not have to worry about money. I hope one day to have a family, and I would like to be able to raise my children similar to the way my parents raised me ? providing all of those things that they need to be happy, healthy, and successful, but also providing them with opportunities to learn the value of money and showing them how to make good, informed decisions about the things they buy.

They say that money is one of the most common points of contention in the married life. Having a low sense of financial wellbeing is linked not only with tension in the married life, but also with a host of other issues, including stress, anxiety, insomnia, headaches, and depression. It is sad to think that many of these issues could be avoided if people spent more time being thankful for what they had than focusing on the things that they wanted but didn?t or couldn?t have. Granted, if you?re not able to put food on the table or keep a roof over your head you have a real, serious grievance; however, for those people that have all of their basic needs met, I would strongly encourage you to spend more time being grateful for the good things in your life.

Running my own business and being self-employed, I?m in a unique position. Unlike most people who have jobs, in the good times, I have a greater degree of control over how much I get paid, but there are also bad times where I?m at much higher risk for not getting paid anything at all if we have a slow month or a slow year. Despite this added risk, I still do my best to maintain a sense of financial security. Part of this is accomplished by closely examining how I spend the money I do have. There are so many businesses and opportunities competing for our hard-earned money, and it is important to be very conscious of the choices we are making in where we spend those dollars. When I worked for UC Berkeley, my boss there, Michael, was fond of saying, ?people vote with their feet.? And Fr. Xavier, the Pastor at St. Dominic?s, often says, ?you can tell what is important to a person by looking at two books ? their checkbook and their datebook.? I?ll examine the Lenten discipline of Almsgiving in greater detail in my post on Fiduciary Duty, but during this Lent, I would encourage to take a close look at the ?vote? that you?re casting and then making sure you have your priorities in order. Controlling spending is one of the most important things people can do to improve their financial wellbeing, but it is even more important for those people who have seriously a limited income.

Again, I?ll address this in greater detail in the next post, but the Gallup organization also found that people can improve their wellbeing by spending on others or giving to charities instead of spending only on themselves! This may seem strange at first, but I have seen this in action time and time again. Those people who are the most giving and the most generous tend to be the happiest with their lives. Even those who seem to have very little, but who nonetheless give from what they do have, can be extremely happy because they aren?t placing all of their value on the amount of money they have; rather, they are looking to make sure that they have some level of security, and they make every effort to see to it that others can also enjoy the same or a similar level of security.

Traffic jams wasting billions in?fuel

Worsening road congestion is wasting plenty of time and money ? especially when you consider the rising cost of gas.

A new study by the U.S. Treasury Department finds that traffic snarls wasted 1.9 billion gallons of fuel last year ? about 5% of the gas American motorists used.? At the current price, that would work out to more than $7 billion nationwide.? Other recent studies have indicated that Americans collectively waste about 5 billion hours in traffic, meanwhile, which works out to billions of dollars more in lost productivity.

In all, the study ? prepared in support of the White House effort to upgrade the nation?s highway infrastructure ? suggests the total cost in time and money works out to about $100 billion a year.

The cost of poor quality roads, meanwhile, results in about $400 in added yearly maintenance costs for the typical urban driver.? That runs as high as $756 annually for a motorist in the metropolitan San Jose areas, according to the report.

The Obama Administration is hoping that the report will hope get members of the House of Representatives to finally act on a federal highway bill that has been stalled on Capitol Hill.? The Senate has already passed a two-year measure that will fund infrastructure and transportation programs ? and allow the government to continue collecting federal fuel taxes.

House Republicans, however, have been pressing for a five-year, $260 billion measure ? but it has so far failed to win enough support.? If the House fails to act ? or if the two sides of the Hill fail to come up with a compromise ? before the end of the month all federal highway and transportation programs could come to a halt.? Even fuel tax collection would be stopped.? By some estimates, the impact could be as much as 2 million jobs.

House Speaker John Boehner has shifted his position to support the Senate measure but it is unclear whether he can sway enough of his fellow GOP lawmakers.

But there is growing pressure to reach that compromise.

Los Angeles Mayor Antonio Villaraigosa, president of the?U.S. Conference of Mayors, says the Treasury Department report is ?the latest reminder that it?s time to stop the partisan bickering in Washington and invest in our nation?s infrastructure.?

The study reveals that:

  • Nine out of 10 Americans spend $1 out of every $7 they earn on transportation;
  • Simply to repair the crumbling U.S. bridge and roadway infrastructure will require an annual $85 billion in spending over the next 20 years;
  • Yet the U.S. spends less on transportation infrastructure than the majority of other major economies, such as Britain and Germany.? For the U.S., it is just 2% of GDP compared to 5% in Europe.? Fast-growing China is currently investing 9%, though that includes a push to create a roadway infrastructure.

The study also reports that the use of highway ridership soared to 10.4 billion paid trips last year, up from about 8 billion in 1996.? The vast majority of that growth has come on light and heavy rail systems.

March Sales Hold Strong Despite Fuel Price Worries

Ironically, the impact of traffic congestion might have been worse had it not been for the recession, which has seen millions of Americans thrown out of work.? A separate study by Texas A&M University found that the number of hours Americans lost to traffic snarls slipped from a record 5.2 billion hours in 2007 ? before the wholesale collapse of the economy ? to just 4.6 billion the year after.? The figure has only slowly been rising again as the economy recovers.

On a personal level, the study found the average American losing more than 30 hours annually to traffic congestion, with the figure rising to more than 70 hours in cities like L.A., Washington, D.C., and Chicago.
