VATICAN CITY (AP) ? Over the past century, no conclave has lasted more than five days and the fastest vote was for Pope Pius XII. Twice prelates from North America missed the vote because they couldn't get to Rome in time, and a Hungarian cardinal sat out two conclaves because he was holed up in the U.S. Embassy in Budapest seeking asylum.

July 31-Aug. 4, 1903: Italian Cardinal Giuseppe Sarto (Pius X) elected on seven ballots over four days. Sixty-two of 64 cardinals participated.

Aug. 31-Sept. 3, 1914: Italian Cardinal Giacomo della Chiesa (Benedict XV) elected on 10th ballot on third day. Fifty-six of 65 cardinals participated. Cardinals from Boston, Baltimore and Quebec arrived after the election.

Feb. 2-6, 1922: Italian Cardinal Achille Ratti (Pius XI) elected on 14th ballot on fifth day. Fifty-three of 60 cardinals participated. Cardinals from Boston, Philadelphia and Quebec arrived too late.

June 19-21, 1963: Italian Cardinal Giovanni Battista Montini (Paul VI) elected on sixth ballot on third day. Eighty of the 88 cardinals participated. Mindszenty was still in U.S. Embassy asylum.

Aug. 25-26, 1978: Italian Cardinal Albino Luciano (John Paul I) elected on fourth ballot on second day. A total of 111 cardinals from 49 nations and territories took part and three were absent because of illness; 15 cardinals could not join under new rule limiting vote age to under 80.

Oct. 14-16, 1978: Polish Cardinal Karol Wojtyla (John Paul II) elected on eighth ballot on third day to become first non-Italian pope since Adrian VI (1522-1523). A total of 111 cardinals from 49 nations and territories took part.

April 18-19, 2005: German Cardinal Joseph Ratzinger (Benedict XVI) elected on fourth ballot on second day. A total of 115 cardinals from 52 nations and territories took part.

Why Winning in African Tech is a Patience Game - The Next Web

There is a lot of hype surrounding Africa?s nascent technology scene today. As all shrewd investors know, it is often best to avoid the wisdom of the crowd. The louder the hype, the more bearish one should go and vice-versa. Of course, this is not an exact science but it is more often right than wrong.

This hype has led to a lot of unrealistic expectations and it is unfortunate. A few weeks ago, Naspers shut down its online business directory, Mocality in Nigeria and Kenya to much dismay. Many were shocked. They were shocked as well when mobile advertising company, InMobi shut down its Africa office late last year. The truth is that they needn?t be.

Winning in tech in Africa and elsewhere has never been an easy race. The situation is further compounded in Africa where weak systems and fast-growing but young digital advertising markets make it even more difficult to make money online. Anyone looking to make a quick buck will be sent scampering. Everyone else brave enough to wait things out has no choice but to enjoy the ride, for better or for worse.

Africa?s Internet market is young and growing ? a market filled with boundless opportunities for long-term investors. The length of time required for success is unknown but in the meantime, the ride would be bumpy. These are simply growing pains and nothing more. Ultimately, only the patient will survive.

What are we waiting for?

Investors and entrepreneurs building Internet-based tech companies are essentially banking on two things ? exponential growth in the earning potential of the average African and massive increase in the availability of the Internet to more and more Africans over the next decade.

The economic growth numbers of many African countries and decreasing bandwidth prices show that these are good bets. However, the time horizon might be extremely long or short depending on how quickly these bets materialize. In a sense, their actualization should be viewed best as a journey where the absolutes should not be as important as the growth rates.

Questions such as how quickly is Africa?s middle class growing should be asked. By all indications, this number continues to accelerate, with the sweet spot being Africans with a per capita daily consumption of between $2 ? $20 according to the African Development Bank (AfDB) with the AfDB giving the caveat that about 60% of Africa?s middle class are vulnerable and face the constant possibility of dropping back into the poor category.

This highlights how much of a journey the African growth story is. African countries would have to continually grow year after year until there is a clear and thriving middle class. Along the way, robust infrastructure (payments, broadband, transportation & logistics) e.t.c. would need to be built to allow for substantial monetization to support online business models. Then there is the issue of building the local digital advertising market into one that is a lot more mature and that can support advertising based Internet businesses. Some of these issues are being tackled by a myriad firms, but as we can see with the recent shutdowns, it is still early days.

However, we live in the real world where companies and entrepreneurs have to hit certain revenue targets to stay afloat. Inevitably, the long-term winners would be companies with a near endless amount of financial runway to support their businesses for the long haul or technology entrepreneurs with such lean overheads that near term revenues convert to mostly profits.

Both classes of people/companies have one factor that they are not concerned with ? time. The best way to view the experience is as a journey. It is a once in a lifetime opportunity to be a part of what would arguably be one of the fastest economic transformation stories that the world has ever seen. Instead of participating in this growth story as a hit and run driver would, the only way to succeed is by patiently going all in ? an incredibly risky but potentially high-reward proposition.

Four-Star Admiral Admits What Scares Him Most: Climate Change

Given the more than usual saber-rattling currently going on among Pacific Ocean nations?North and South Koreans threatening each other with nukes, the Chinese maneuvering to claim Japanese islands, and Chinese computer hacking on the rise?it is decidedly big news when a four-star admiral says what?s really causing him to lose sleep: Climate change.

During a visit to Boston last week from his base in Hawaii, Admiral Samuel J. Locklear, chief of the U.S. Pacific Command, told the Boston Globe that unchecked global warming will ?cripple the security environment, probably more likely than the other scenarios we all often talk about.?

Given the Obama Administration?s well-documented shift from a Euro-central focus to all things Asian, among Locklear?s job priorities are risk management and preparedness. While militaries are often called in to help clean up after devastating storms?Bangladesh, the Aceh Tsunami, Japan?s 2011 tsunami?it?s clear that Locklear was not talking about random natural disasters.

?

"While resilience in the security environment is traditionally understood as the ability to recover from a crisis, using the term in the context of national security expands its meaning to include crisis prevention," he said. ?You have the real potential here in the not-too-distant future of nations displaced by rising sea levels.?

The stress put on governments, and militaries, from the impacts of climate change, including but not limited to typhoons, hurricanes and earthquakes, is what Locklear is trying to help avoid.

This is not the first time Admiral Locklear has mentioned climate change as a security challenge. That he is out there quite publicly voicing his concerns suggests he?s getting encouragement from higher-ups to keep talking.

In previous comments the Admiral has addressed the impacts of climate change on the polar regions. ?The ice is melting and sea is getting higher,? he said, noting that 80 percent of the world?s population lives within 200 miles of the coast.

He told the Globe, ?I?m into the consequence management side of it. I?m not a scientist, but the island of Tarawa in Kiribati, they?re contemplating moving their entire population to another country because [it] is not going to exist anymore.?

Previously the commander of the naval portion of Operation Odyssey Dawn, the attack on Qaddafi?s Libya during the Arab Spring, Locklear has also mentioned the stress of a changing climate on Europe and the Arab world.? Agreeing with New York?Times opinion writer Tom Friedman, it is clear in the Mideast today that fights over land, water and food are leading to unrest, in addition to squabbles over religion or politics.

Friedman links the current unrest in Syria directly to one of the worst droughts in the country?s history, which lasted from 2006 to 2011, ?leading to 75 percent crop failure, 85 percent of herders losing their livestock, directly impacting 1.3 million people.?

He cites a U.N. report that claimed that 800,000 Syrians had their livelihoods wiped out by the droughts and were forced to move to already crowded urban areas to look for jobs and quotes Earth Policy Institute President Lester Brown as saying the real threats to global security today are ?climate change, population growth, water shortages, rising food prices and the number of failing states in the world.

So far Locklear?s comments have not been picked up by climate change deniers, though his military services would seem to give him their kind of credibility.
